I can confirm that the regular (at bramis castle, near one seedlig vestige) drops it. My discovery was at 1.495 (pumpkim head + bountiful ring) and it took a few tries (10, approx.)

Seems the Calrath instance of this enemy was removed in the last patch, confining this enemy to one single appearance outside of the boss afaik.
Utterly stupid design yet again.

Just a normal drop from the Skinstealer enemy. Rather rare tho
Took me about 65-70 tries. I used the Rabbit ring, p-mask, N-rune on a shield, and ate way too many feet...got it *finally* at the castle since it's a closer seed than the SS in Calrath.
