After testing the extremely consistent revenge lantern attached to the Bringer of Stillness, outside the Vestige of the Forgotten Guardian (next to some boxes in an alcove behind you on the left, on the other side of the metal fence/railing as you exit the room).
I have discovered some useful information that this wiki aught to have.
1: There appears to be a roughly 3 minute timer between the revenge enemy dying and the revenge lantern respawning.
2:A revenge lantern appears not to spawn until the three minutes are up and you have reset at a vestige.
3: The Eye of Vengeance item cuts the aforementioned timer in half, BUT ONLY IF YOU DIED TO THE MARKED ENEMY!!! It does not have any effect if you kill the marked enemy.
The results of my testing were extremely consistent.
I request that my findings be verified by others.
