So, with some intermediate testing over the course of 50mins. I can conclude that a weapon with a special status effect, DOES indeed stack with the exact same salt used. This will increase the rate of buildup. These testing averages were taken from a multiple different NPC enemy sample, no PvP involved.
Here are my number ranges: 57.14-61.54% which, with a 60 point status effect weapon, would mean it increases the number by 34.29-36.92 points of status effect buildup. This would total to turning a 60 point status effect to a 94.29-96.92 point status effect.
TLDR: They stack with ~60% status effect buildup increase from salt.

Do these stack on top of a weapon that already adds frostbite damage, therefore speeding up the frostbite damage/effect procs? Also, by how much points does it add?
These absolutely slap on bosses. When it procs it chunks health even at NG +2

(It's not letting me reply to my own comment below this, the one with the testing, prob due to IP even though I'm "anon" but, I wanted to point this out too)
This test was completed with the "Frostbite Salts" which doesn't have a stat associated to cold damage. Your results may vary with other salts which have a stat with the "idea" in mind (ie smite:rad, fire/ignite:inferno). Not saying it does change anything as that would be stupid, but it could, as we know sometimes things aren't balanced well in games. All I'm saying is that I did not test THAT aspect. I doubt it scales it tbh, it's easier to code a flat % increase than %+scale of some salts, not all. So I'd say my educated guess would be they don't scale, just the % from salt.
