I can confirm, this stacks and doubles the ignite buildup from fire buildup, OP as hell ( pun intended ) if you dual wield 2 grinning axes with ignite buildup runes + 2 of these rings + flaming weapon spell . You proc ignite explosion in 1 swing , even on fire resistant enemies .

Take kakajins sword and dual wield it with bloodlust for bleed poison and burn damage. Use an umbral catalyst (charm of fortune sight is ok and you can get it quite early) with charred ring when you get it. Use poison weapon, infernal weapon and adyrs rage spells as soon as theyre available to boost damage and proc burn/poison faster. These spells scale with the spellpower of your catalys so swap your catalyst out for a more powerful 1 as soon as you can find and upgrade it. You get 3 agility rune slots for these weapons and you have 2 good choices, aratux (more poison build up) or dimexus (more damage while dual wielding) and 2 inferno runes and a strength rune. do as you like with these but increasing fire damage or burn/ignite build up (if you can get those) would greatly help. Add this ring to your arsenal as soon as you can and now you have bleed, poison, burn and ignite and the tools to proc all of em.

If you click on the "Bramis Castle" link above, you can find the walk through which shows you where the ring is. It probably does a better job of describing where it is than I would.
