Not sure if this item is bugged or not. I equipped this rune on the Putrid Child Sword. I did not notice any additional physical damage using the weapon one-handed or two-handed. It does reduce the scaling of STR still though.

As of 5 Nov 2023 this Rune is inferior to the Ixon Rune.
Tested with Broken Bucket +5, 9 STR, 8 AGI at the Sanctuary Vestige punching that sitting Avowed enemy at the entrance. (155 dmg vs 151 dmg)
It also did not increase the damage of the umbral spell Latimer's Javelin, which is physical (I think) (356 dmg both Runes)
Now the question is if that is true later in the game as well. If Ixon gives flat dmg + scaling and Halsan +% physical dmg, Halsan could out to be better at high upgrade levels with minimum stat investment.
hope this helps :)
